Mayor Eric J. Kellogg initiated the Hot Spot program in early May 2003 as a creative and effective method to help rid the streets of Harvey of crime.
 Troubled areas display signs like this one The Hot Spot Zones are clearly identified by red and white signs reading: "THIS AREA HAS BEEN DEEMED A HOT SPOT FOR DRUGS, GANGS & PROSTITUTION. IF YOU ARE CAUGHT IN THIS AREA YOU WILL BE SUBJECT TO QUESTIONING."
The program authorizes and justifies pre-emptive action by the Harvey Police Department. The City of Chicago implemented a similar program in June 2003.
To date, the City government has designated more than 15 areas as Hot Spot Zones, and the Harvey Police Department reports that more than 60 arrests have been made in these areas -- most for loitering, public drinking and prostitution.
