Criminals on Notice The Harvey Police Department gets tough on crime Since its inception in spring 2003, the Criminals on Notice program begun by Mayor Eric J. Kellogg has garnered national media attention and even motivated administrators in other cities to launch similar programs. The two critical initiatives of the program are the Hot Spot Zones and Drug Houses. In each crime-deterring push, the Mayor and Police Department are placing large signs in public view notifying the public that the area has been either declared a hot spot for prostitution or other crime-related activities, or declared a property that was recently raided for drugs. < Prev
