Mayor Kellogg meets with a Harvey citizen

The all-volunteer Mayor's Intelligence Agency (M.I.A.), introduced by Mayor Eric J. Kellogg in the summer of 2003, bridges communication between Harvey citizens and the Mayor's Office.

The M.I.A. numbers more than 100 volunteers strong and, according to Kellogg, enables Harvey's own citizens to become "the eyes and ears" of the community. The organization is also known as the "Neighborhood Watch" in many communities.

Although the M.I.A. has no police powers to make arrests or issue citations, it is considered an alternative tip line for the Harvey Police Department. All complaints to the Mayor's Office are surveyed by the organization. Depending on the severity of the complaint, the M.I.A. volunteers will route the matter to the appropriate government or law enforcement representative, and then follow up with the residents to ensure that all reported matters are addressed.

Since its inception, the program has received more than 1,000 anonymous calls from concerned Harvey citizens. The majority of the cases involve drug activity and loitering. In addition, the M.I.A. has assisted with recovering numerous stolen vehicles and arresting some on charges of prostitution.
