Chaplain Program

In May 2003, Harvey Mayor Eric J. Kellogg introduced the forward-thinking Chaplain Program, dedicated to providing comfort for crime victims and to promote neighborhood activism.

All Chaplains are unpaid for their services and were appointed by Kellogg. Most have dynamic ministries within the City of Harvey and have established themselves with the help of the Aldermen, civic leaders and block club presidents.

Officially, the role of the Chaplains is to assist the residents of Harvey with spiritual counseling, prayer and other social means of community outreach. Ultimately, the goal is simply to be a positive force and resource in the community.

"As chaplains, what we do is provide that listening ear for people who have been victimized by crimes," said Bishop William Jackson, Director of the Chaplain Program.

At the request of the Mayor, each Chaplain utilizes church ministries for additional help in assisting residents who frequently call the Harvey City Hall with requests for food, shelter, clothing and other needs.

While acting as a listening ear to victims, the Chaplains are also assisting in fighting crime. The Chaplains and Mayor encourage citizens to report illegal activity. In addition, the Chaplains actively pass on information about illegal activities that they receive from their community contacts to the Harvey Police Department and to organizations like the Mayor's Intelligence Agency.
